1. Purpose. To disseminate logistics information to
commanders concerning the introduction of Communication System,
AN/TSC-95. Additionally, this Order constitutes authority to
place this equipment in service.

2. Background. The Communications System, AN/TSC-95
(hereinafter referred to as AN/TSC-95), is intended to provide
the Force commander with the means to effect a Fleet Marine
Force (FMF) mobile command termination with a naval
communications station. The AN/TSC-95 has the capability of
terminating two high frequency communication links operating in
a full-duplex mode. These links can be either teletype, secure
teletype, voice, or any combination thereof.

3. Information

a. General. Fourteen AN/TSC-95's have been fabricated by
the depot maintenance activity (DMA), Barstow, California,
under the direction of the Naval Electronics Systems
Engineering Center, San Diego, California. This procurement
comprises the total inventory objective for this item.

b. Description. The AN/TSC-95 consists of a High
Frequency Communications Central, AN/TRC-171, and a
Teletypewriter Central, AN/TGC-46, together with necessary
antennas and ancillary equipment. The system is housed in two
S-280 shelters, which are helicopter transportable or which can
be mounted on a standard USMC 5-ton truck. The system does not
require a dedicated prime mover. It must be displaced by Helo
or truck prior to operation. Two 15-kilowatt (kW), 60-hertz
(hz), generators not supplied as part of the AN/TSC-95, are
required to power the system. The AN/TRC-171 and AN/TGC-46 are

capable of being operated as independent systems. When
operated alone, the AN/TRC-171 is capable of establishing the
high frequency communication links in the voice mode only,
since it contains no record terminal equipment. The AN/TGC-46
can be operated as an independent teletypewriter terminal;
however, transmission paths must be provided by other means.

c. Technical Characteristics

d. Replaced Item. None.

e. Concept of Employment. The mission of the AN/TSC-95 is
to provide the landing force with an independent means of
exchanging operational and administrative traffic between the
landing force and commands outside the objective area. In
particular, it will provide access to the worldwide Defense
Communication System (DCS) through a naval communications
station (NAVCOMMSTA) termination. In a Marine amphibious force
operation, it is planned to assign four AN/TSC-95's to the
communications support company (CSC) of each of the
communications' battalions. One AN/TSC-95 would be provided by
the CSC to the senior Marine air-ground task force (MAGTF)

commander for effecting an FMF mobile command net termination
upon establishment of the landing force command ashore. The
remaining AN/TSC-95's would provide similar long-distance
terminations for division, wing, and service support group
headquarters as required.

f. Allowances. Authorized allowances for the Communication
System, AN/TSC-95, are listed in the enclosure.

g. Priority of Issue. The AN/TSC-95 will be issued in
accordance with the enclosure.

h. Maintenance Responsibility

(1) Organizational Maintenance

(a) First echelon maintenance shall be performed by
the equipment operator of the using unit. It shall include
proper care, use, operation, inspection, cleaning, and general
preventive maintenance prescribed in the applicable stocklists
and technical manuals.

(b) Second echelon maintenance shall be performed
by the communication electronic maintenance platoon,
headquarters company, communication battalion. It shall
include servicing and scheduled maintenance. Testing is to be
performed as outlined in the applicable technical manuals.

(2) Intermediate Maintenance

(a) Third echelon maintenance shall be performed
by the maintenance personnel of the communication battalion.
Maintenance shall be as prescribed in the applicable stocklists
and technical manuals.

(b) Fourth echelon maintenance shall be performed
by the maintenance personnel of the electronic maintenance
company, force service support group (FSSG), in accordance with
established procedures.

(3) Depot Maintenance. Fifth echelon depot maintenance
functions shall be performed at the Marine Corps logistics
bases.

(4) Rebuild. Rehabilitation of the complete AN/TSC-95
is estimated to be accomplished on the following schedule:

Combat environment 36 months
Communications-electronic 48 months
Noncombat 60 months

i. Personnel Requirements

(1) Operation. The AN/TSC-95 will be operated by
personnel currently available within the FMF.

(a) For operation of the AN/TRC-171, Military
Occupational Specialties (MOS's) 2549 and 2534, Communication
Center Chief and High Frequency Communication Central
Operator.

(b) For operation of the AN/TGC-4C, MOS 2542,
Communication Central Operator.

(2) Maintenance. The requirements for maintenance
support on the organizational and intermediate levels are as
follows:

(a) One Ground Radio Repairer MOS 2841, or Radio
Technician, MOS 2861, for repair of the AN/TRC-171.

(b) One Teletype Technician MOS 2818, or KG-13
Teletype Technician, MOS 2819, for repair of the AN/TGC-46.

(c) One Engineer Equipment Mechanic, MOS 1341.

(d) One Electrical Equipment Repair Specialist,
MOS 1142.

j. Training. Operator training will be accomplished by
incorporating the AN/TSC-95 into the High Frequency
Communications Central Operator Course conducted by the Marine
Corps Communications Electronics School and by on-the-job
training. Navy maintenance courses conducted by the Naval
Fleet Training Centers (Norfolk and San Diego) will be used for
obtaining skills in maintenance of component items AN/UCC-1 and
AN/URT-23. Maintenance and repair instructions necessary to
conduct first through fourth echelon maintenance are contained
in the technical publications listed in the enclosure.

k. Support Concept. The AN/TSC-95 shall be logistically
supported in accordance with the echelons of maintenance as
prescribed in the technical publications listed in the
enclosure.

l. Repair Parts Support. Repair parts support will be
obtained through the Marine Corps Supply System on a critical low
density, combat essential basis. Critical low density initial
issue applies. The master provisioning project code for the end
item is F4M, with associated Project Codes F5I, F5Q, F6P, F6Y,
F7B, F7D, F7G, F7J, F7X, and F8P applicable. The percentage of
supportability considered adequate for initial issue is 95
percent.

m. Special Tools. No special tools are required above
those presently allowed by the organization's tables of
equipment.

n. Special Test Equipment. No special test equipment is
required beyond that standard equipment currently authorized at
requisite echelons.

o. Recoverability. The AN/TSC-95 is recoverable at fifth
echelon and will be rebuilt. It is reportable under the
provisions of reference (a).

p. Logistics Planning Data. Logistics planning data for
the AN/TSC-95 is provided in the enclosure.

q. Action

(1) The Commanding General, Marine Corps Logistics
Base (MCLB), Albany, will direct shipment of the prescribed
allowances in accordance with the priority of issue shown in
the enclosure when directed by the Commandant of the Marine
Corps (CMC).

(2) Upon receipt, the equipment will be placed on
administrative deadline until the actions prescribed in
reference (b), paragraph 7a, have been accomplished.

(3) The Commanding General, FMF's, Atlantic and
Pacific, will report the date the items are placed in service
to the CMC (Code LMC) and the Commanding General, MCLB,
Albany.

(4) Upon the establishment of the initial operational
capability (IOC) within the FMF, the Commanding General, MCLB,
Albany, will assume the logistics support responsibilities of
the end item in accordance with reference (c).

4. Reserve Applicability. This Order is not applicable to the
Marine Corps Reserve.
